Terms of Reference – Decent Work Research Landscape Analysis in Goal Accelerator Programme Countries

ABOUT THE GOAL ACCELERATOR PROGRAMME
The Goal Accelerator (GA) is a sport-powered, gender-responsive initiative within the GRLS Brand aimed at creating pathways for disadvantaged girls and young women to secure decent employment and achieve economic resilience. The programme operates through local Implementing Partners in five countries: the United Kingdom, Mauritius, Pakistan, Sri Lanka, and Malaysia.
Implementing Partners (IPs) assist young women through three key programme phases:
- Ready to Learn: Participants engage with the GA curriculum to develop leadership, rights-awareness, and essential life skills.
- Ready to Earn: After completing the learning phase, participants choose either the employability or entrepreneurship pathway, receiving technical skills training alongside work readiness and entrepreneurship development.
- Ready to Lead: An optional phase for alumni that promotes ongoing leadership development and mentorship for new participants.
Each of the five countries presents a unique socio-economic landscape, influencing how “decent work” is perceived. Women Win recognizes the need for a contextualized definition of decent work and aligned indicators to deepen our understanding and create metrics for measuring the programme’s impact.
To achieve this, we are seeking a consultant to research the concept of decent work across the five GA implementation countries. The guiding question for this research is: What constitutes decent work for adolescent girls and young women in each country?
RESPONSIBILITIES/POSITION OUTLINE
Core responsibilities include, but are not limited to:
- Develop a research methodology and work plan.
- Conduct desk research.
- Collect data through interviews with partners, programme participants, and relevant stakeholders.
- Analyze data and generate insights aligned with the research objectives.
- Prepare and submit research deliverables: a two-page overview for each country and a set of decent work metrics.
TECHNICAL REQUIREMENTS OR KNOWLEDGE AND SKILLS
- Fluency in English (spoken and written); proficiency in additional languages is a plus.
- Strong experience in monitoring, evaluation, learning, and research, particularly in gender equity and economic empowerment programming.
- Ability to translate and simplify complex concepts.
- Strong analytical skills to organize information into clear, concise recommendations.
- Demonstrated commitment to advancing girls’ and women’s rights globally.
- Ability to work both independently and collaboratively within a global team.
- Cultural awareness and effective engagement in a diverse international environment.
- Sound project management skills, including experience in designing work plans and managing deadlines.
TERMS OF THE CONSULTANCY
- Location: The consultant is expected to work primarily during CET hours for communication with programme staff, but can be based anywhere.
- Duration: The consultancy will run from May to the end of June, with an estimated total of 30 working days.
- Status: Consultants must have the necessary authorizations to work as independent contractors in their country of residence. If based in the Netherlands, registration with the Dutch KvK (Kamer van Koophandel) is required.
